Smith and Wesson Border Guard.
Apparently they are now $20, but if memory serves I paid close to $10. I've had it for about 7 years, and while I do not routinely process wood with it the thing has stood up well without any maintenance at all.
Tanto point Serrations Glass breaker Seatbelt cutter 10 inches overall when open.
The only real con: it pokes big assed holes into your furniture if kept in your back pocket.

I'm an Eagle Scout and med student here. For the last year, I've carried a cheap folding knife with a glassbreaker, it recently fell apart and now I want to get something quality to replace it.
I want to know if the glassbreaker is a viable rescue tool and if so, recommendations of knife models with one. As a student, my budget is under $35.

I have a S&W Border Guard 2. Its $20 on amazon. Tanto with a serrated section, glass breaker, and seatbelt cutter. That's all I need in my car console.
Having a Gerber multi-tool wouldn't be bad, but I like my S&W simple functions for the scenario that I flipped my car and want to get out, I'd personally not want to deal with all the little tools, besides my Gerber is usually my EDC.

I want to have all of my bases covered when it comes to getting the **** out of my truck if I'm in an accident, I crashed and got surrounded on all sides by other wrecked vehicles or going underwater. I know about the popular ResQme and Lifehammer, but they aren't designed to also be capable of smashing open the windshield, which is made of laminated glass. And as far as I know, they are only good for smashing one or two windows and seatbelts before becoming useless. They feel far too small in my hands and felt like they'd be more likely to slip out of my hand or accidentally hit/cut myself than actually do what they are meant to do.
That is not acceptable to me. I want to be prepared to get not only myself out, but any and all passengers in my vehicle (up to 5, not counting myself), AND the occupants of any other vehicles out using only one tool, repeatedly in the span of only a couple of minutes and still be useable after that. If all the side windows are blocked off somehow or otherwise inaccessible, I want to be able to easily smash open the windshield and/or back window to get to whoever (or whatever) is inside. It also has to be full-size. I'm talking 8-12 inches tall and at least 1 pound in weight.
Does something like that even exist that's not restricted to Fire/EMS/LEO purchase? Money is no object to me when it comes to something like this.
If not, what can I buy/use to make one myself?

Don't get just any knife. I would suggest getting a rescue knife.

The integrated seatbelt cutter allows you to safely cut a seatbelt. There is also a glass breaking tip that'll shatter glass easily if needed.
In fact, I lost my rescue-knife so I'm buying another.
If you're on a budget, this is the knife I originally had and is < $10. I liked mine and had no issues with it.
I looked into what /u/lt-ghost was saying. While a steel tipped window breaker may work, it requires significantly more work and in a panic situation probably won't work at all. The razer for the seatbelt should work regardless though, but if not you still have the blade.
It seems like the best option for a rescue knife would be Spyderco Assist I. Expensive, I know.
BUT, the ResQme seems to work exceptionally well. I actually just bought a couple of them for myself. Go look on Youtube.

Here's my list and how i would prepare:
First i would move into the forest, away from cities and big town too more the country side with less infected. The Gamo Silent Cat can be used for hunting small game or (I am not sure about this but correct me if I wrong) with enough fps over 1000 using .177 should be enough to pierce a skull, but with me only being able to take about 1-5 zombies on at time depending at the range. I would constantly move from sunrise to sunset and only stop to drink. I would work my way towards any mountains ranges or national parks (Which ever is closer) and once get there setup everything there as a new "home" and plant the seeds and start a small farm and hoping it will work. Then I would need to find new material to fap too if possible or resort to stick figures. Then have two insects fight each other for entertainment.

Basically it's melee (I don't have enough experience shooting to rely on that in a pinch). Arm, leg, and face protection to keep the likely target areas protected while hopefully being mobile and somewhat light. Those door alarms can be some damn useful. The wire can be used for anything from perimeter security, securing things/people.
Basic survival stuff. I already own fire starters, boots, and most basic stuff. Still hopefully it's not too heavy! I've never used the backpack so it might be awkward as fuck, looks like you might have to either carry both bats or ditch one to move with any actual speed.

I keep a Smith and Wesson Border Guard on me, but its not really for self defense. I use it for... well, whatever needs cutting, improvised hammering, ghetto screwdrivering, etc. I think I've even used it as a crowbar once (and surprisingly did not fuck it up at all). And it's nice have the glass breaker/seatbelt cutter on it, just because you never know.
